How do I create searchable tags for words?

Learners often want flexible groups that are smaller or more specific than collections. Tags can mark patterns, mistakes, topics, or personal priorities.

Suggested workflow

1. Open Note and Tags for a word.
2. Enter a tag with the hash symbol.
3. Save the note.
4. Search for the tag in Browse or another searchable list using the hash symbol.
